I also use the Cheat Engine to deal with the Windows 7 speed (too fast) issue. Despite the performance issues and the general dislike for the poor Saints Row 2 PC port, I still love and enjoy playing the game at a respectible 35-45+ fps rate at maxed out settings 8X AA, 16X AF.
